Black market tobacco products are booming in Germany

At the beginning of 2025, Reemtsma launched the first black market tracker for illegal cigarettes and e-cigarettes in Germany. Since then, the online tool, which is based on official official notifications, has provided an overview of seizures of illegal products by customs or the police.

The balance sheet at the end of the first half of 2025 now clearly shows: Smuggling and illegal trade in tobacco cigarettes and in e-cigarettes and e-liquids which remains a huge problem.

Illegal tobacco cigarettes: at least 45,558,591 pieces

Illegal e-cigarettes: at least 2,780,803 pieces

Tax damage: at least 14,478,348 euros

In addition, there are more and more seizures of tobacco for oral use ("snus") and tobacco-free nicotine pouches, which are banned in Germany. Therefore, the black market tracker now also identifies these products in a new way. Reemtsma calls for an effective alliance against illegal trade in tobacco and nicotine products in Germany.
